Dr. Tena Prelec (University of Rijeka) has published a new co-authored article in Public Integrity, available Open Access: “Corruption and Revisionism: The Role of Illicit Finance in Russian Foreign Policy.”
The article examines how illicit financial flows (IFF) function as a key instrument of Russian statecraft. Rather than treating IFF as a by-product of corruption, the authors argue that they are central to enabling political interference, disinformation campaigns, and military operations. The research highlights how Russia’s “networked state” blurs the lines between public and private power, with oligarchs and private actors supporting state interests through financial networks.
